A person I know said he was using multiple Wikipedia accounts and was "blocked indefinitely" for using "sock puppets". He was blocked using a "CheckUser" program that only a privileged few have access to. He is angry because he wants to start editing again. How can he unblock himself? Does he just have to say "oops" and then wait for an admin to unblock him? What are the chances of him getting unblocked?
Also, the person who "snitched" on him has a grudge on him, bullied him on various Wikipedia articles and went on a "personal attack" crusade against him (and in the process of that crusade, happened to uncover his sock puppets). Why is the person who made the sock puppets getting punished while the person who bullied him is not getting punished? The person who made the sock puppets was at least making useful contributions to Wikipedia, despite being against Wikipedia's policy. The person who "snitched" on him has only one account, but bullies people and personally attacks people (and yet he wasn't blocked).
