Open Question: Does the 'Fair Use' templates only apply to Wikipedia articles or websites globally?

To be exact, Manga book covers/DVD covers. I've quoted an example below from Wikipedia an example for a Fair Use template for Graphic Novels: "Graphic novel and trade paperback covers {{Non-free book cover}} This image is of book cover(s), and the copyright for it is most likely owned either by the artist who created the cover(s) or the publisher of the book(s). It is believed that the use of low-resolution images of book covers to illustrate an article discussing the book in question on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law. Other use of this image, on Wikipedia or elsewhere, might be copyright infringement. See Wikipedia:Non-free content for more information." -- Wikipedia Source: http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Comics/copyright#Comic_covers_and_panels --------------------------- Where it states "Other use of this image, on Wikipedia or elsewhere, might be copyright infringement." Does that mean we can't use the image hosted at Wikipedia elsewhere? =( Are there any organizations we can turn to for permissions besides the Japanese companies? Thank you.
